While the specific issue of further Federal leasing of the California Outer Continental Shelf is the focus of this hearing, I believe it must be viewed in the context of a larger national issue: How do we, as a Nation, attempt to balance the supply of and demand for energy at minimum cost--not just in dollars but also at minimum cost to our environment. As you know, the GAO is involved in a number of reviews con- cerning the OCS. We are also concerned with your study of . national ocean policy, as authorized by Senate Resolution 222.
