    Mr. Chairman and Members of the Committee:

C/,S I would like to commend Senator Nlunn   and Semtor  Percy for their

    foresight in introducing S.h1O and SA.212 to strengthen lational-level

    leadership aimed at improving public and private sector productivity.

         I have'been interested in the concept of such a center or institute

    since Dr. C, Jackson Grayson, Jr,, Dean of the School of Business Ad-

    ministration at SIMU began advocat.rng this idea some time ago.  I mn also

    pleased to be able to appear today in company with Mr. Dwight Ink, Deputy

    Administrator, General Services Adnm.nistration; Mr. Bernard Rusen, 17

    Executive Director, Civil Service Commission; and Mr. Jerome Mark,

    Assistant Co~rmissicner, Bureau of Labor Statirtics. The group of us

    have been actively collaborating on Federal sector productivity projects

    since 1970. Ar; you know, we described this effort as a group just a year

    ago before the Suboommittee on Priorities and Economy in Goverrnment of

    the Joint Economic Conrittee.
