     Further reference is made to-your letters dated Janu-
pry 31, and June19, 1978, requestin9 ant advance decision
?as to whether the Department of 6using and Urban Develop-
ment (HUD) may properly issue official travel orders
covering a trip taken from Bremerton, Washington, to Los
Angeles, California, by Mr. Ralph 1I, Miller during a leave
of absence in July 1977.

     You indicate that'iminediately.p ior.- 1b July 1977
Mr. Miller was a residont of Bremerfton, Washingtoh and
was employed there by the Department of the\Navy. .On
,July 2, 1977, while-on leave, hq~move&otempory
quarters in Pasadenag Californi'a, ani began ti'earch for
Governmentemployment ip the Los Angeles a(ea'  On
July 5, 1977,1'he applied for employmentiith wtheLos
Angeles HUD office in'response to a notice of position
-vacancy isdued'by that activity. His application to HUD
was accepted on July 11j,1977, and -ie then resigned froih
his position with the Department of the Navy in the State
of Washington.


     On Sept mber 19, 1977, Mr. Miller submittq4   request
to HUD that official travel orders be issued autthoriliing
travel and  elocation allowances:for a permanentoliange of
station 'move from Bremerton, Washington,: to Los Angeles,
California.  However, IIUD authorities disapproved /A -.*y%
Mr  M.ter  s request after making a preliminary determi-
nation that his move from Washington to California was
primarily a matter of personal convenience.
