      Dear Mr. Baldlno;

           By letter dated December 13, 1979  (your reference DAEN-RMF-A), you  have
     again  requested that we grant relief  to Messra, Rober  L. Iliatt Project
     Manager  and Thomas P. Long, Recreational  Fee Cashier for loss of public
     funds  in the amount of $5,500 at  the Kansas City District (Rathburn Project
     Office,  Ceaterville, Iowa) Corp of  Engineers.

           As we pointed out in our decision  of August 13, 1979,  194732,   it does
     not appear  that Mr. Hiatt is an accountable  officer and, threfore,  relief
     need  not be requested for him.  As  for Mr. Long, we have not received  the
     required  information to facilitate our  review of thL circumstances of  the
     theft,  as we requnted  In our decision.   That decision states:

                 * * A we would appreciate  any investigation reports
           by In  enforcement authorities  concerning the details of
           the theft, includiRngthe FBI and sherrif's  rqports mentioned
           IilOLyersIalreadv submitted.

     Further,  we noted that the Corp's  investigating officer found Mr, Long
     negligent.   We ntoed to know the basis for your concluding othcrwise.

           Consequently, at this time we are  unable to grant relief to ar. Lung.
      If you wish to furnish us with tie additional  information we requested  on
      August 13, together with your findings  and the basis for your concludingi
      that he was not negligent, we will  then consider further the request  for
      relief for fir. Long.
