   Dear Mr. Dampier:

        Reference  is made to your letter dated January 20, 1981,
   concerning  the matter of your  hntitlemrent to t4+.e temporary
   storage of yer   household goods from August to October 1977.
   You question  a statement whic  we made in decision B-198936,
   January  6, 1981, rendered in your case, and request recon-
   sideration.

        The  questioned statement in the decision is that you
   had made  your own arrangements to have the goods placed in
   temporary  storage.  You contend that all arrangements were
   made  through Mrs. Mathew at the Naval Station in Puerto Rico.

         The statement you question was based on paragraph 4 of
    your letter dated Aprl  21, 1980, -addressed to the Claims
    Division of this Office.  You stated therein that when your
    household goods arrived on August 26 you requested, but
    were denied temporary storage, being advised that previous
    information about entitlement to temporary storage was
    incorrect.  Apparently, someone in the Personal Property
    Office advised you of their willingness to assist you to
    get the goods into storage at your expense.

         Regardless of the possible misunderstanding of those
    arrangements, the conclusion in the decision--that since
    storage at Government expense .was disapproved, no basis
    existed for reimbursement of the storage costs--would not
    be altered.  Under the provisions of subparagraph M8260-3
    of Volume 1 of the Joint Travel Regulations, quoted in
    the decision, the storage at Government expense must be
    authorized by the receiving transportation officer.  In
    point of fact, it was not authorized and by your own
    admission you were advised at that time that you would
    have to bear the cost of that storage.
