We believe the issues discussed in our report will help the Committee establish a framework to discuss future federal- territorial relations. As you know, at the request of this Committee and the Senate Committee on Energy and Natural Resources, we reviewed four aspects of U.S.-territorial relations 1. The background and history of U.S. territorial policy. 2. The extent to which U.S. foreign and domestic policies consider the potential impact on the territories. 129593
