              FEDERAL GOVERNMENT EFFORTS TO PREVENT

                        TAX TREATY ABUSES

Mr. Chairman and Members of the Subcommittee:

     We are pleased to be here this morning to assist the Sub-

committee in its inquiry into federal government efforts to pre-

vent certain abuses of U.S. bilateral income tax treaties.  The

Subcommittee is specifically concerned with treaty abuses stem-

mina from improper claims of residency in countries which have

tax treaties with the United States.  Such claims enable foreign

investors to reduce or eliminate the U.S. statutory 30-percent

withholding tax on certain investment income paid to non-U.S.

residents.
