ANDERSON, DIRECTOR GENERAL GOVERNMENT DIVISION BEFORE THE SUBCOMMITTEE ON COMMERCE, CONSUMER AND MONETARY AFFAIRS COMMITTEE ON GOVERNMENT OPERATIONS ROUSE OF REPRESENTATIVES ON FEDERAL GOVERNMENT EFFORTS TO PREVENT TAX TREATY ABUSES Mr. Chairman and Members of the Subcommittee: We are pleased to be here this morning to assist the Sub- committee in its inquiry into federal government efforts to pre- vent certain abuses of U.S. bilateral income tax treaties. The Subcommittee is specifically concerned with treaty abuses stem- mina from improper claims of residency in countries which have tax treaties with the United States. Such claims enable foreign investors to reduce or eliminate the U.S. statutory 30-percent withholding tax on certain investment income paid to non-U.S. residents. 1
