                   JAPANESE INDUSTRIAL POLICY

Mr. Chairmen and Members of the Subcommittees:


     We are pleased to be here today to discuss with you our

reports Industrial Policy:  Japan's Flexible Approach

(10-82-32), and Industrial Policy:  Case Studies  in the

Japanese Experience  (GAO/ID-83-11). We would like to address

several points in these reports which we believe are of  interest

to the Subcommittees.  Our work traced the development of  indus-

trial policy in Japan since World War II and attempts to des-

cribe the changes in the goals adopted and tools used.  In

addition, we discussed how monetary and fiscal policies have

contributed to achieving the goals of industrial policy.
