                Dear Mr. Chairman:

                In May 1994, we reported to the Congress on issues related to the White House
                Travel Office.' We identified and used 29 specific criteria to evaluate the
                financial management and procurement operations of the Travel Office and
                stated that as of April 1994, the Travel Office had developed policies and
                implemented procedures consistent with 20 of the criteria and had begun, or
                agreed to take, action on the remaining 9.

                In September 1995, you requested that we (1) follow up with the Travel Office
                on the status of the 29 financial management criteria and (2) review the
                financial statement audit of the White House Travel Office Press Fund for
                calendar year 1994, which was performed by an independent public accounting
                firm. This letter summarizes our follow-up work at the Travel Office and our
                review of the 1994 financial statement audit. We earlier briefed you and your
                staff on our work, and we also testified on this matter before your committee in
                October 1995.2

                We found that the Travel Office had developed policies and implemented
                procedures during the period January 1995 through August 1995 to address all
