           Dear Mr. Chairman:

           As you are aware, the House Appropriations Committee,
           Subcommittee on Interior and Related Agencies, has asked us to
           monitor the status of the Bureau of Indian Affairs' (BIA)
           trust fund reconciliation and certification project and its
           efforts to correct long-standing trust fund management
           weaknesses. This letter responds to your request that we keep
           you informed of BIA's efforts in these areas.

           On April 12, 1994, we testified before the House
           Appropriations Committee, Subcommittee on Interior and Related
           Agencies, on the status of BIA's efforts to reconcile Indian
           trust fund accounts and implement management improvements.
           That testimony (GAO/T-AIMD-94-99), which is enclosed,
           summarizes the status and our assessment of BIA's efforts.   it
           also contains recommendations for fundamental changes we
           believe are essential to ensuring effective management of the
           Indian trust funds.

           In summary, we testified that BIA is continuing its efforts to
           reconcile Indian trust fund accounts and obtain an independent
           certification on the results. After 3 years, BIA's
           reconciliation contractor has nearly completed work on the
           first of eight major tribal and systems reconciliation tasks
           and a certification contractor is on board. However, while
           BIA has taken some initial steps toward needed improvements,
           overall progress has been slow and BIA has not yet addressed
           many critical, long-standing trust fund management problems
           that have impeded BIA's ability to maintain proper control and
           accountability over trust fund accounts.
