             The Honorable Alan K. Simpson
             The Honorable Malcolm Wallop
             United States Senate

In your joint letter of June 15, 1993, you asked us to
provide you by June 25, 1993, with certain information on
the top 500 grazing permits, as measured by the allowable
level of livestock grazing, for both the Department of the
Interior's Bureau of Land Management (BLM) and the
Department of Agriculture's Forest Service. As requested,
this letter and its three enclosures provide the names,
addresses, phone numbers, and states of the permit holders
as well as the number of animal units associated with each
             permit.

Because of the time constraint, we limited our efforts to
gathering readily available information. Therefore, the
information provided in the enclosures is not complete.
For example, we could not identify the addresses and phone
numbers of about 50 holders of the top 500 permits
addressed in our June 1992 report on Rangeland Management:
Profile of the Bureau of Land Management's Grazing
Allotments and Permits (GAO/RCED-92-213FS). Similarly, we
could not identify the addresses of a few of the holders of
the top 500 permits addressed in our April 1993 report on
Rangeland Management: Profile of the Forest Service's
Grazing Allotments and Permittees (GAO/RCED-93-141FS). The
Forest Service's data do not include the permit holders'
phone numbers. As agreed with your offices, we will
contact the requisite Forest Service and BLM field offices
and provide you with complete information on the 1,000
             permits in the near future.

Enclosure 1 provides the available information for the top
500 permits at BLM. Enclosure 2 provides the available
