Can More Be Done To Assist Sahelian

Governments To Plan And Manage Their

Economic Development?


The Sahel region of West Africa has made
little progress toward its economic develop-
ment goals despite more than $13 billion in
donor assistance since 1974. One reason is
the Sahel governments' weakness in plan-
ning, managing, and coordinating their
economic development process. This weak-
ness is aggravated by the multiplicity of
donors working in each country, the com-
plex and varying administrative require-
ments accompanying their assistance, and
the constraints to effective coordination of
assistance from all sources. This study
provides information so as to better ad-
dress the issue of whether the Agency for
International Development should provide
more of its Sahel Development Program
funds to strengthen Sahelian governments'
management capability.
