Federal Civilian Personnel:

A Work Force Undergoing Change




In fiscal year 1982, about 2.8 million Fed-
eral civilian employees will be paid about
$901 billion in salaries and benefits, and
Fedoral retirees and their survivors will
rec ive another $20 billion. These expendi-
tures represent about 20 percent of the
Fed ral budget.

This study provides GAO's perspective on
current and emerging Federal civilian per-
son el issues and raises questions that
may be addressed in future GAO reports.
