Perspectives On The Effectiveness Of

Service Enlisted Bonus Programs




The services use cash bonuses to attract
and retain enlisted personnel in occupa-
tions with critical shortages. Unless the
Congress approves the proposed 5-year
extension of the bonuses, they will expire in
September 1982.

The key question, as well as the focus of
this study, is: Are the bonuses cost-effec-
tive?

As yet, there are no definitive answers to
this question, largely because there is no
commonly accepted method for measuring
bonus effectiveness. GAO points out, how-
ever, that improvements in these programs
can be made.
