Land Use Issues: A GAO Perspective






The Federal Government owns and controls
about one-third of the Nation's land and ad-
ministers hundreds of programs that have ei-
ther a direct or indirect effect on how most
lands are used regardless of ownership. Con-
troversy over development versus conserva-
tion is increasing because of priorities for in-
creasing production and utilization of the Na-
tion's resources on both Federal and non-Fed-
eral lands.
This study discusses the issues and problems
relating to the Federal Government's involve-
ment in land use planning, management, and
control and the perspective used by GAO in
organizing its audit efforts in these areas.
