WHO IS WATCHING THE DEFENSE DOLLARS?








The Department of Defense does not have a
statutory inspector general like those in other
major Federal agencies. Instead, the Depart-
ment has 18 organizations for auditing and
investigating its internal operations and De-
fense contractors. The organizations operate
separately and their responsibilities are frag-
mented among the military services and
agencies. For example, the Army has its own
internal auditors who are organizationally
separate from the Navy and Air Force internal
auditors.

The Congress is considering legislation (H.R.
2098 and S. 1932) that would (1) establish a
statutory Defense inspector general, (2) con-
solidate some of the existing Defense audit
and investigative units, and (3) give them
more independence and clout. GAO supports
the concept of this legislation.
