Research literature does not resolve the con-
troversy over U S obstetric practices The
literature is generally inconclusive about the
benefits versus risks for five selected obstet-
ric practices  elective induction of labor,
medication to relieve labor pain, preventive
use of forceps, routine electronic fetal moni-
toring, and increasing  use  of cesarean
section The Federal Government has various
responsibilities for or interests in various as-
pects of obstetric practices, including re-
search, regulating drugs and devices, evalu-
ating the quality of medical care, and health
education,    information,   and
promotion
