         The Joint Aqency Transportation Study was undertaken .o
alleviate long-standinq complaints by conmcn carriers r*gardinq
unbarranted delays in payment by the Grvermnent for
transportation services. The study made 58 recommendaticrs for
improving the procedures and documentE used in conducting the
Government's transportation business. Findings/Conclusions:
Vith few exceptions, actions to implement these reccmendations
have been completed, producing annual sa-Ings at over SE millio.

services are procured. Recomnendaticns directed at improved
payment practices involved civilian agency tilling Iccaticns,

modified bank payment concept. ]ezommendations for Imprcving
freiqht practices concerned Governpent bi]ls cf lading, expanded
use of cash and commercial forms and pro7dures, elimination   t
obsolete forms, and changes in loss and damage claims
procedures. Recommendations for improving pi.senger
transportation practices covered Goveimment transportation
requests, expanded use ot cash for domestic passenger
transportation, credit cards, and excess baggage authori2ation.
Other recommendations involved improvements needed in the audit
of rates and fares billed by commercial carriers. (SRS)
