         Although the National Railroad Passenger Corpecation
(AntrakI was established to be a self-sustaining corporatlea,
the 1977 5-year plan indicated that the Federal Government is
now payinq for Antrak's capital expenses and albet  05 of its
ope'atinq expenses. Astrak's 5-pear plan was zf, viewd from two
perspectives: the 'niqkt it provides ite declasos that the
Congress must make in deciding how to fund Amtrak in coming
years: and its adequacy as an information onu:ra for
conqressioual decisionmaking.  Findigeoclions: Zn        one
respects, the 1977 plan is an improvement over past plans.
However, the plan shonld have certain tasic charactestics: it
should compare actual experience with previous forecasts and
should describe changes from the previou- yoear. basic parts of
the plan should be integrated with each other, and the plan
should dimuss alternatives or options it requested furding is
not provided or if projections are wrong. antzak's current plan
cannot be reconciled to prior plans; the revetues, expenses, and
capital sections of the plan are not integrated; and tit plan
does ant discuss options available if funding is not provided or
projections are wrong. Alternative uses of the 5-year plan
involve determining the aeount of the Pederal subsidy and
evaluating Amtrak performance. (DRS)
