Dear Mr. Chairman:

     On June 16, 1977 the General Accounting Office issued a
report entitled CleaninI UP thn Remains of Uuclear Facili-
ties--A Multibillion Dollar Problem (ED-77-46) (ene. !).
As you know, section 236 of the LegSistive Reorganization
P:t of 1970 requires the responsible agency to subnit to you
within 60 days of report issuance the actions it plans to
take in responding to recoemendations we made.

     The Energy Research and Development Administration sub-
matted such comments on August 11, 1977 (ene. II). The
comments were not, however, limited to actions on the reconm-
rendations   Also included wore discussions of some of the
material and findings presented in our report. The purpose
of this letter is to redress the ERDA discussions with which
we disagree

     1.   Our report stated that ERDA has not paid enough
          attention to its facilities that are obsolete    We
          made this statement because EPPDA has accumulated
          hundreds of obsolete contaminated facilities for
          which no plans existed for their utinate dispcoal.
          In its letter to you, EIDA connenththat our
          report gave the imrression that ERDA was neqigent
          and had no programs or plans in the dccoruissicning
          area. FRDA went on to mention some of, its decom-
          missioning experiences and to discuss soEme of its
          plans for decommissioning its facilities.

               We agree that ERDA has taken some recent
          actions Whien we view as ste-s in the right
          direction. ERDA, over the part few years, has
          been Yorking on a coenruteriz-o information syster
          to assbst in its planninn effort   Since our
          report was issued, ERDA has iplcreited this sys-
          tem at its hanford site which contains some of
          the tv;-s of inforjation that are needed. Alno
          ERDA hs ginca engioed several contractors to
          adopt the system at its other major sites. The
