             To the President of the Senate and the
             Speaker of the House of Representatives

             This letter reports on the status of budget authority that was proposed for
             rescission by the President in his third special impoundment message for fiscal year
             1995, dated February 6, 1995. The fourth special impoundment message for fiscal
             year 1995, submitted by the President on February 22, 1995, revised two of the
             rescission proposals reported in the third special message: R95-4A and R95-18C-1.

             On April 6, 1995, the Congress passed an emergency supplemental and rescission
             bill, H.R. 889, approving two of the rescissions proposed by the President in the
             third special message and rescinding other budgetary resources. The President
             signed the bill into law on April 10, 1995. Pub. L. No. 104-6, 109 Stat. 73 (1995).

             On July 21, 1995, the Congress passed another emergency supplemental and
             rescission bill, H.R. 1944, approving some of the remaining rescissions proposed by
             the President in the third special message and rescinding other budgetary
             resources. The President signed the bill into law on July 27, 1995. Pub. L. No. 104-
             19, 109 Stat. 194 (1995).

             For that budget authority proposed for rescission in the third and fourth special
             -messages-which-the Congress-has -not -included -in rescission bills, -the Office of
             Management and Budget informed us that all budget authority withheld pursuant to
             these proposals was released for obligation on March 28, 1995, as required by
             section 1012 (b) of the Impoundment Control Act.

             Enclosure I provides a list of the proposals as reported by the President.
