To the President of the Senate and the
Speaker of the House of Representatives

On February 7, 1994, the President submitted to the Congress
his fourth special impoundment message for fiscal year 1994.
The message reports 27 proposed rescissions of budget
authority and revises the amounts of three rescissions
previously proposed.

Section 1012(b) of the Impoundment Control Act of 1974
requires that funds proposed for rescission be made
available for obligation unless the Congress completes
action on rescission bills within the 45 day period of
continuous Congressional session following the day such
proposal is received by the Congress. On February 11, 1994,
the Congress passed an emergency supplemental and rescission
bill, H.R. 3759, approving, in whole or in part, 25 of the
rescissions proposed by the President in this special
message. The President signed the bill into law on
February 12, 1994. Pub. L. No. 103-211, _     Stat.
(1994).

Congress did not take any action on the following five
proposed rescissions of budget authority: R-94-33A, R94-44,
R94-46, R94-57, R94-58. We have reviewed these five
proposals and found the information regarding the budget
authority presented in the President's message to be
correct. As the Congressional Calendar now stands, our
Office and the Office of Management and Budget have agreed
that the 45 day period for these outstanding rescission
proposals submitted on February 7 is scheduled to end on
April 19, 1994.


Enclosure I provides a list of the rescission proposals as
reported by the President.
