           To the President of the Senate and the
           Speaker of the House of Representatives

           This letter reports on the status of budget authority that
           was proposed for rescission by the President in his second
           special impoundment message for fiscal year 1994, dated
           November 1, 1993. On February 11, 1993, the Congress passed
           an emergency supplemental and rescission bill, H.R. 3759,
           approving most of the rescissions proposed by the President
           in the second special message. The bill also approved most
           of the rescissions proposed by the President in his fourth
           special impoundment message dated February 7, 1994, and
           rescinded other budgetary resources. The President signed
           the bill into law on February 12, 1994. Pub. L. No. 103-
           211,       Stat.       (1994).

           For that budget authority proposed for rescission in the
           second special message but which the Congress did not
           approve in the rescission bill, as defined in section
           1011(3) of the Impoundment Control Act, we have been
           informed by the Office of Management and Budget that all
           budget authority withheld pursuant to those proposals was
           released for obligation on March 1, 1994. Our Office is
           currently preparing a report for those rescission proposals
           submitted as part of the fourth special impoundment message
           that were not approved by the Congress in Public Law 103-211
           and remain outstanding.


Enclosure I provides a list of the proposals as reported by
the-President.    1
