            To the President of the Senate and the
            Speaker of the House of Representatives

            On June 4, 1993, the President submitted to the Congress the
            sixth special impoundment message for fiscal year 1993.
            This message proposed six rescissions of budget authority.
            Under the Impoundment Control Act, the President must submit
            a special message to both Houses of Congress when he
            determines that all or part of any budget authority is not
            required to carry out program objectives. 2 U.S.C. § 683.
            The President must specify, among other things, the amounts
            of budget authority proposed for rescission, the reasons in
            support of the proposed rescission, and all the facts and
            circumstances relating to the rescission. Id. The
            President must also deliver a copy of each special message
            to the Comptroller General. 2 U.S.C. § 685(b).

            In order to assist the Congress in the exercise of its
            functions, the Impoundment Control Act directs the
            Comptroller General to review each message and to report the
            facts surrounding the proposed rescission. Id. Our
            information indicates that the justifications submitted by
            the President for each of his proposed rescissions are
            accurate. We have also been informally advised that the
            amounts proposed for rescission are being withheld pending
            Congressional action.

            However, for all of the rescissions proposed by the
            President in the sixth special message, we have been unable
            to verify this information because neither the agencies
            involved nor OMB could provide any documentation showing
            amounts of budget authority available or amounts being
            withheld.
