          To the President of the Senate and the
          Speaker of the House of Representatives

          This letter reports on the status of budget authority that
          was proposed for rescission by the President in his fourth
          special message for fiscal year 1992 dated March 10, 1992,
          his fifth through 72nd special messages for fiscal year
          1992, dated March 20, 1992, his 73rd special message, dated
          April 8, 1992, and his 74th through 101st special messages
          dated April 9, 1992. On May 21, 1992, the Congress passed a
          rescission bill, H.R. 4990, approving some of the
          rescissions proposed by the President and rescinding other
          budget authority. The President signed the bill into law on
          June 4, 1992. Pub. L. 102-298,      Stat.      (1991). For
          that budget authority proposed for rescission but for which
          the Congress did not pass a rescission bill as defined in
          section 1011(3) of the Impoundment Control Act (the Act), we
          have been assured by the Office of Management and Budget
          that all budget authority withheld pursuant to those
          proposals has been released for obligation.

          Section 1012(b) of the Act requires that funds proposed for
          rescission be made available for obligation unless the
          Congress completes action on rescission bills within the
          45-day period of continuous congressional session following
          the day such proposal is received by the Congress. For the
          rescission proposals submitted, the 45-day periods ended on
          the following dates: for the fourth special message,
          May 10, 1992; for the fifth through the 72nd special
          messages, May 20, 1992; for the 73rd special message,
          June 18, 1992; and for the 74th through the 101st special
          messages, June 19, 1992.

          OMB informed us that on May 11, May 21, June 19 and June 20,
          all funds proposed for rescission but not approved by the
          Congress within the 45-day period were made available for
          obligation. We are currently verifying the information.
