The special messages propose two new deferrals and two revised deferrals totalling $1,443,987,523 for fiscal year 1985 and twenty-three new deferrals totalling $1,628,765,311 for fiscal year 1986. Our report follows: FISCAL YEAR 1985 FUNDS APPROPRIATED TO THE PRESIDENT D85-2C International Security Assistance Economic Support Fund Amount deferred: $1,428,000,000 115/61037 115/71037 Deferral D85-2C increased the amount previously reported as deferred in this account (deferral D85-2B of the President's fourth special message for fiscal year 1985, January 4, 1985), from $4,179,732,508 to $5,607,732,508. In connection with deferral D85-2C, the President reported that $4,247,341,000 has been released for obligation. Recent apportionment schedules, dated September 18, 1985, confirm that, as reported in this message, an additional $253,141,000 has been released. Thus, the amount deferred at the end of fiscal year 1985 was $1,107,250,508.
