Speaker of the House of Representatives

     On October 1, 1985, the President's twelfth special
message for fiscal year 1985 and the first special message for
fiscal year 1986 were submitted to the Congress pursuant to
the Impoundment Control Act of 1974. The special messages
propose two new deferrals and two revised deferrals totalling
$1,443,987,523 for fiscal year 1985 and twenty-three new
deferrals totalling $1,628,765,311 for fiscal year 1986. Our
report follows:

D85-2C    International Security Assistance
          Economic Support Fund
          Amount deferred: $1,428,000,000

     Deferral D85-2C increased the amount previously reported
as deferred in this account (deferral D85-2B of the
President's fourth special message for fiscal year 1985,
January 4, 1985), from $4,179,732,508 to $5,607,732,508. In
connection with deferral D85-2C, the President reported that
$4,247,341,000 has been released for obligation. Recent
apportionment schedules, dated September 18, 1985, confirm
that, as reported in this message, an additional $253,141,000
has been released. Thus, the amount deferred at the end of
fiscal year 1985 was $1,107,250,508.
