To the President of the Senate and the
Speaker of the House of Representatives

     On November 29, 1984, the President's third special
message for fiscal year 1985 was submitted to the Congress
pursuant to the Impoundment Control Act of 1974. The special
message proposes 14 new deferrals totalling $5,266,251,741-and
three revised deferrals now totaling $6,114,100,232 for fiscal
year.1985. Our report -ollows:


           FUNDS APPROPRIATED TO THE PRESIDENT

D85-24    International Security Assistance
          Foreign Military Sales Credit
          Amount Deferred: $4,939,500,000

     According to the most recent apportionment schedule dated
December 4, 1984, $413,000,000 of this deferral amount has
been apportioned. We have been advised that the funds
released relate to programs approved by the Under Secretary of
State for Security Assistance, Science, and Technology.
Consequently, the revised amount to be deferred is
$4,526,500,000 as opposed to the $4,939,500,000 reported by
the President.

          Amount Deferred: $4,106,500,000

     According to the most recent apportionment schedule for
the fiscal year 1984 account, the total budgetary resources
are $280,957,587, as opposed to the reported amount of
$280,500,000. The excess $457,587 represents deobligation
carryover from 1984. From this account, $91,457,587 has been
released for country and regional programs approved by the
Under Secretary of State for Security Assistance, Science, and
