To the President of the Senate and the
Speaker of the House of Representatives

     On December 21, 1983, the President's fourth special
message for fiscal year 1984 was submitted to the Congress
pursuant to the Impoundment Control Act of 1974. The special
message proposes one rescission totalling $1,700,000 and one
revision of a previously reported deferral totalling
$21,061,187. Our report follows.

                           RESCISSIONS

          DEPARTMENT OF LABOR

R84-I     Occupational Safety and Health Administration
          Salaries and Expenses
          Amount rescinded: $1,700,000
          1640400

     Based on the current legislative calendar, the 45-day
period of continuous session during which the funds may be
withheld pending congressional consideration of a rescission
bill will end on March 19, 1984.

                            DEFERRALS

          DEPARTMENT OF HEALTH AND HUMAN SERVICES

D84-10A   Limitation on Administrative Expenses--
             Construction
          Amount deferred: $21,061,187
          75X8704

     The most recent apportionment form shows that the amount
of the deferral has been reduced to $21,047,815.

     We have reviewed the fourth special message. Except as
noted above, we have identified no additional information that
would be useful to the Congress in its consideration of the
President's proposals and we believe that the proposed defer-
ral is in accordance with existing authority.
