On July 28, 1983, the President's tenth special message
for fiscal year 1983 was transmitted to the Congress pursuant
to the Impoundment Control Act of 1974. The special message
proposes three new deferrals totalling $16,118,000. Our
report follows.

The funds involved in D83-81 and D83-82 were deferred
pending action by Congress on a proposal to transfer the funds
to the U.S. Attorneys and Marshals appropriation account. In
the 1983 Supplemental Appropriations Act (Public Law 98-63,
July 30, 1983), Congress appropriated the additional amount
requested for the U.S. Attorneys and Marshals account without
requiring transfer of the deferred funds. Agency officials
advised us that, as a result of the Congressional action, the
deferred funds will be made available in the original
accounts.
