The special message proposes four new deferrals totalling $31,441,000 and a revision to a previously reported deferral which increases the amount deferred by $6 million. Our report follows. DEPARTMENT OF COMMERCE D83-71 National Oceanic and Atmospheric Administration Operations, research and facilities Amount deferred: $2,965,000 13X1450 ENERGY ACTIVITIES D83-72 Energy Programs Energy supply, research and development activities (operating expenses) Amount deferred: $15,226,000 89X0224 Agency officials advised us that, based on recalculation of the amount provided in this account by Public Law 97-377, the fiscal year 1983 continuing resolution, the amount shown as new budget authority should be reduced by $5 million to $2,066,016,000. The deferral will also be reduced by $5 million to $10,226 million to reflect the decrease in total budgetary resources available. D83-73 Energy Programs Fossil energy research and development Amount deferred: $8,750,000 89X0213 As noted in the deferral message, this account is the subject of another deferral of $5 million (D83-8A, reported in the President's fifth special message for fiscal year 1983, dated February 1, 1983).
