To the President of the Senate and the
Speaker of the House of Representatives

     On April 21, 1983, the President's seventh special
message for fiscal year 1983 was transmitted to the Congress
pursuant to the Impoundment Control Act of 1974. The special
message proposes four new deferrals totalling $31,441,000 and
a revision to a previously reported deferral which increases
the amount deferred by $6 million. Our report follows.

              Administration
          Operations, research and facilities
          Amount deferred: $2,965,000

          Energy supply, research and development
             activities (operating expenses)
          Amount deferred: $15,226,000

     Agency officials advised us that, based on recalculation
of the amount provided in this account by Public Law 97-377,
the fiscal year 1983 continuing resolution, the amount shown
as new budget authority should be reduced by $5 million to
$2,066,016,000. The deferral will also be reduced by $5
million to $10,226 million to reflect the decrease in total
budgetary resources available.

     As noted in the deferral message, this account is the
subject of another deferral of $5 million (D83-8A, reported
in the President's fifth special message for fiscal year
1983, dated February 1, 1983). Accordingly, the total amount
deferred in this account is $13,750,000.
