that millions of dollars in salaries, stjace, facilities, and
equipment are beinq spent unnecessari' each year to administer
the Department of DefenseOs (DODs) household goods
transportation proqram. DOD spends over $600 million anaually to
move military members* personal property. It deals uith hundreds
of transportation companies and hundreds of thousands Cf service
membrs. The Department believes it is necesriry to have tLaiaed
personnel tc idinuister and control the prcgran to ensure igh
quality serv_.e at the lowest overall cost to the Government.

personnel would be called on to assist in the movement of
