Report to Assistant Secretary* Department of Defense: Assistant
Secretary of Defense (Health Affairs); by Thomas P. McCormick,
 Assistant Director, Human Resources Div.
Issue Area: Health Programs: Health Providers (1202).
 Contact: Human Resources Div.
Budget Function: Health (550); Health: Health Care Services
     (551).
Organization Concerned: Department of tiLe Air Force; Department
of the Army; Department 3f the Navy; Band Corp.

A survey was conducted of physicians assigned to seven
military hospitals to obtain their opinions concerning
conditio~e influencing the quality of medical care. An area of
particular interest was the physician assistant (PA) programs of
the Army# Navy# and air Force. Findings/conclusions: Physicians
are substantially dissatisfied with the adequacy of PA staffing
levels. Consents from officials at some military hospitals were
complimentary of the PA's work and indicate that, if mre PAn
were available, they could alsorb more of the physicians'
workloads. All three services believed PAs could do such of the
work nov done by physicians. As a result of a Pan4 Corporation
study to determine the most appropriate six of physicians and
physician extenders in the Aix Force medical facilities, the
following benefits from use of PAs are suggested: achieving cost
savings through greater use of PAs in health care roles usually
assumed by physicians; alieviating the shortage cf General
medical Officers; and diminishing the complaints from physicians
that they spend too such time treating routine ailments.
Recommendations: The scope of the Rand study should be examined
to determine whether the final results can be applied to the
Army and Navy. If the insults are not useful, the Department of
Defense should consider broadening the scope of the study to
determine the optimum ix of physicians and physician extenders
in different hospital settings o! all three services. (RRS)
