Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a
major rule promulgated by the Department of Health and Human Services (HHS),

published in the Federal Register as a final rule on August 17, 2000. 65 Fed. Reg.

The final rule adopts standards for eight electronic transactions and for code sets
used in those transactions and requires the use of these standards by health plans,
health care clearinghouses, and certain health care providers. The purpose of the
rule is to simplify the administration of the health care system, including Medicare
and Medicaid, by enabling the efficient electronic transmission of certain health
