Dingell Ranking Minority Member Committee on Commerce House of Representatives Subject: Federal Communications Commission: Review of the Commission's Regulations Governing Attribution Ownership Rule Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on a major rule promulgated by the Federal Communications Commission (FCC), entitled Review of the Commission's Regulations Governing Attribution Ownership Rule (MM Docket No. 94-150, 92-51, 87-154, FCC 99-207). We received the rule on August 31, 1999. It was published in the Federal Register as a final rule on September 17, 1999. 64 Fed. Reg. 50622. The final rule amends the FCC's broadcast, broadcast cable cross-ownership, and c able/Multipo int Distribution Service cross-ownership attribution rules. According to the FCC, the final rule improves the precision of the attribution rules, avoids disruption in the flow o f capital to bro adc asting, affords clarity and certainty to regulatees and markets, and facilitates application processing. Enclosed is our assessment of the FCC's compliance with the procedural steps required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
