Financial Management Officials Garner Top Honors


S allyannc Harper, Chief Financial Officer of the
       U.S. Environmental Protection Agencv, and
       Edward Renfrov, North Carolina's State
       Controller, arc recipients of the Donald IL
Scantlebnry Mcmorial Awards, presented by the Joint
Financial  Management    Improvement    Program
(J FMIP).   These awards recognize distingnished
leadership in financial management improvement in
the public sector. The Scantlebury asswards are given
annually to public sector leaders who have contributed
significantly in financial management improvements
over a numbeor of years. The award honors the former
Chief Accountant of the General Accounting Office
(GAO), who left a career legacy of improved financial
management practices in the Federal government. The
awards were presented during the hncheon session of
the JFMIP's 28th Annual Financial Managcmcnt
Conferencc in Washington, I)C on March 19, 1999.
Comptroller General David     Walker, Office  of
Management and Budget (OMB) DepC't Director for
Management G. Edward DcSesve, and Treasury Fiscal
Assistant Secretary Donald Haiiond participatcd in
the aswards ceremony on behalf of JFMIP.    Mr.
Hammond is the crrent chairperson of the JFMIP
Stcerin g Committee.


   Ms. Harper has served as the Agency's priiary
champion and catalyst for ianaemcnt reform at EPA.
She developed E PAs new     goals-based planning,
bndgeting, accountability, and financial mianagernent
frameswork, which dramaticallv has changed EP)A'.s
managcment and resource structure. EPA's FY 1909
budget submitted to OMB and the Congress marked
the first time the Agency aligned its resources with its
performance goals and objectives. EPA ssvas the first
agency to fully integrate its budget request with the
perbriiiance-based Annual Plan as required by the
Government Performance and Results Act. Under her
leadership, EPA  received an tisjnalifiCd (ctCan)
opinion for the FY 1997 Agency-side andited linancial
statements. She has ensured that all critical financial
systenis and payroll sy stem are \ear 2000 compliant.
She is a strong advocate on improviing   tinancial
managcmentefficiencics in the Federal goverinment. In
the past several \,ears, she has aggressivels driven the
Agency to nse electronic fhnds transfeirs (EFT) more
for contract payments and travel payments. Tsso years
ago oilh 23% of EPA's contract payinents were done
by EFT; today over 91% of the contract payments are
