               Subject: Federal Communications Commission: Assessment and Collection of
                         Regulatory Fees For Fiscal Year 1998

                Pursuant to section 801(a)(2)(A) of title 5, United States Code, this is our report on
                a major rule promulgated by the Federal Communications Commission (FCC),
                entitled Assessment and Collection of Regulatory Fees For Fiscal Year 1998 (MD
                Docket No. 98-36; FCC 98-115). We received the rule on June 30, 1998. It was
                published in the Federal Register as a final rule on July 1, 1998. 63 Fed. Reg. 35847.

                The rule revises the regulatory fee schedule to bring it into compliance with the
                amount of such fees Congress has required the Commission to collect for fiscal year
                1998. For FY 1998, the amount to be recovered is $162,523,000 or almost 7 percent
                more than was required for FY 97. The purpose of the fees is to recover the costs
                of regulation in the areas of enforcement, policy and rulemaking, international and
                user information activities. The FCC determined its costs of regulating these
                services by use of a cost accounting system implemented in FY 1997.

                Enclosed is our assessment of the FCC's compliance with the procedural steps
                required by section 801(a)(1)(B)(i) through (iv) of title 5 with respect to the rule.
                Our review indicates that the FCC complied with the applicable requirements.
