   Dear Mr. Chairman:

        In your letter of November 8, 1971, you asked the Gen-
   eral Accounting Office to assist the Senate Committee on Inte-'
C rior and Insular Affairs in its study of nar4onal fuel and
   energy policy by obtaining information as to Federal funding
   aniFpersonne1 being committed to fuel- and energy-related ac-
   tivities. In response to your request and after consultations
   with the Director of the National Fuels and Energy Study, we
   designed a questionnaire for use by the Committee in request-
   ing the desired information from Federal agencies for fiscal
   years 1972 and 1973.

        On January 19, 1972, the questionnaire, including in-
   structions and a pro forma schedule for reply, was sent to
   the 26 departments and agencies designated by the Committee
   with a request that the responses be directed to us. We have
   compiled and analyzed the data contained in the agency re-
   sponses, and the enclosed schedule provides an overall summary
   of the identifiable Federal resources committed to fuel- and
   energy-related activities for fiscal years 1972 and 1973.
   Three copies of the responses and the supplemental summary
   schedules we prepared are included in the binders accompany-
   ing this report.

        In evaluating the information presented, we wish to point
   out that:

        --The funding and personnel figures reported by the vari-
          ous agencies are based on budget requests and backup
          data for fiscal years 1972 and 1973. Budget data were
          used because they were a readily available source of
          information common to all Federal agencies and will en-
          able the furnishing of comparable information in future
          years.

        --When an agency's budget information did not permit
          separate identification of a fuel- or energy-related
          activity, the agency was requested to estimate that
          portion of the activity which pertained to fuel or
          energy and to describe the basis on which the estimate
