The Honorable Dawson Mathis AUG 1 1973
House of Representatives

Dear Mr. Mathis:

Your letter of June 18, 1973, with attached
correspondence from Mr. Whaley Hughes of the Panorama Pub-
lishing Company, Albany, Georgia, requested that we furnish
certain Linformation on print orders awarded by the Government
Printing O 'fice4GPO}).{

Mr. Hughes is concerned that his company has been over-
looked in some instances when bid offers were made by GPO's
Regional Printing Procurement Office (RPPO) in Atlanta. You
asked us to obtain the following information for contracts
1400-M, 1401-M, and 1402-M covering the period June 1, 1971,
through May 31, 1972.

     --Print order number.
     --Contractor's name.
--Dollar amount of individual print order.
     --Date print order was awarded.

In response to your previous February 28 request, we
provided similar information for contracts 1400-M, 1401-M,
1402-M, and 1403-M for June 1, 1972, to the present. In ad-
dition, two of our staff members assigned to our Atlanta
regional office interviewed Mr. Hughes and we furnished him
copies of bid tabulations for these four contracts covering
the period June 1, 1972, through May 31, 1973.

To comply with your most recent request, we extracted
the data manually from copies of print orders since GPO does
not maintain the requested information on electronic data
processing equipment. The information you requested is
enclosed.

We also looked into procedures used by GPO for solicit-
ing bids and in particular the solicitation of bids questioned
by Mr. Hughes.
