   Dear Mr. Hogan:

         Your letter of January 3, 1973, requested the General Accounting
    Office to look into a complaint made by Mr. James L. Doran, General
    Manager, W. M. Schlosser Company, Inc., about slow payment on six
    rtisitions for progress payments on Government construction projects
    his company was working on.

         We examined into the procedures for processing these types of
    progress payments. Requisitions are submitted b y, the contractor to
    the General Services Administration (GSA).,. The administrative and
    accounting units in GSA review and approve them, prepare the necessary
documentation, and authorize the Treasury Department to issue the
    checks.
/
         Before our study was completed, the Treasury had paid your
    constituent. We found that the six requisitions cited took, on the
    average, 49 days for processing by GSA and 3 days for Treasury to
    issue the checks. All of the requisitions were paid by January 16,
    1973.

         We trust that the information furnished is sufficient for your
    purposes.

         We plan to discuss with GSA officials the agency's procedures
    for handling progress payment requisitions with a view toward their
    taking whatever remedial action seems needed.
