  Dear Mr. Chairman:

       Reference is made to your two letters dated September 24, 1971,
  requesting that we review the effectiveness of the leasing and rental
  guarantee housing programs in Europe and the adequacy of standard
  barracks designs developed by the military services. In accordance
  with your requests, we initially planned to provide draft reports, or
  interim reports of a substantive nature, by March 1972 for your con-
  sideration in connection with hearings on the Fiscal Year 1973 Mili-
  tary Construction Program.

       After we gathered preliminary information, we met with a mem-
  ber of the staff of the Subcommittee on Military Construction to further
  discuss the requests and the scope of the work to be performed. In
  view of the limited time available before the hearings, it was decided
  that we would furnish the results of our reviews on an informal basis
  and would suggest questions which the Chairman of the Subcommittee
  might wish to consider asking Department of Defense officials during
  the hearings.

       We informally gave the last portion of the information to the Sub-
  committee's representative on March 6, 1972. Subsequently we were
  advised that the information we had submitted appeared to have fully
  met the requirements of your requests. Therefore we plan no further
  action on these requests unless we hear from you. We have, however,
