      In our April 4 meeting, your office agreed that Federal disburse-
ment data would he IKimit* d to ievenue sharing cntitlenents as of Jun 309
1973, and that wn t.would contrast Federal individual income tax collections
and revnue 'arin vintit i :;Unts for the 50 SLates. On May 30, your
office indicated that the data we had compiled (see enCse 1, I1, and III)
and an explanatory I. tter would satisfy your request.

METHOD I1SI-D TO ALIOCATF R VFNIE SI1\l  NG FUNDS

     The State and Local Fiscal Assistance Act of 1972, popularly known
as the Revenue SharLn,; Act, provides for distributing about $30.2 billion
to State governments and tu over 34,OO0 local governments during a
5-year period beginning January L, L972.

     A State's revenue sharing entitlement is determined by applying
two formulas--a five-facLor and a throe-factor formula--and Lhcn using
the formula that yields the higher amount. If the total amount allocated
to all States under this procedure exceeds the appropriation for that
entitlement period, thyi atlocation to each State is reduced proportion-
ately so that the total amount allocated equals the amount appiooriatedo

     Three factors in the five-factor formula were desined to cons ider
need--pputat ion, urbanize:d populat io, and popu ation weihted hv ti'e
relative pt r capita Lnco,:h of th United States compared to the SLate
per capita income.o Each factor is given a weight of about 22 percent in
