Dear Mr. Chairman:

     As requested in your letter of March 30, 1973, we bave reviewed
certain aspects of the MIgatora Brd Consey .t [n ui.as administered
by the Department of the Interior; specifically, obligation ceilings
placed on the fund for fiscal years 1973 and 1974 by the Office of
Management and Budget (014B), and the manner in which the U.S. Postal
Service sells Federal migratory bird hunting stamps (duck stamps) and
deposits the receipts into the fund.

     The Migratory Bird Conservation Fund is repjenished by pqraanently
ps                        th~e~.s~3ofe duck stamps under the Migratory
Bird Huntivg Stamp Act (16 U.S.C. 718) and by CUnds appropriated by
the Congress under the so-called Accelerated Wetlands Acquisition Act
(16 U.S.C. 715k-3 through 715k-5).

     The Migratory Bird Hunting Stamp Act requires that all persons
16 years old or older hunting migratory waterfowl carry an unexpired
Federal duck stamp. A Department of the Interior official advised us
that a substantial number of people also purchase these duck stamps
as a means of supporting the purposes of the Migratory Bird Conserva-
tion Fund. Receipts from the sale of the stamps are deposited in the
fund and are usdotp._Tcquire1and -
and theoj uction of migratory waterfowl. Since fiscal year 1963,
appropriations to the-     ft'1-n$8T4- mi llion have been made under
the Accelerated letlands Acquisition Act. This act, as amended, author-
ized a total of $105 million to be appropriated to the fund through
fiscal year 1976.

     It also provides that starting in fiscal year 1977, 75 percent of
the receipts from the §ale of duck stamps must be used to repay these
appropriations.
