Dear Mr. Chairman:

     Your letter of July 19, 1973, requested us to have an appropriate
witness present to offer our views at hearings to be held on Senate
Joint Resolution 115 requesting the Prsident to Tpie,       der   a gen-
sgge. These hearings are to be held on September 11,
12, and 13, 1973.

     In response to your June 1, 1973, request for our views on this
resolution, we furnished you with certain information we believe will
be useful in your consideration of the resolution. The information
included statistics on the number and type of vehicles owned and leased
by the Federal Government, executive branch policies for authorizing
certain types of vehicles, and some general comments received from
General Services Administration officials in discussing the proposed
resolution with them.

     We are also initiating an independent survey to identify ways that
Federal agencies can conserve fuel in moving men and material. This
survey will include consideration of the measures suggested in the
resolution.

     As our survey is just getting started, we have no special knowledge
or information, other than that already furnished, which would provide
a basis for offering meaningful views during the hearings. In view of
these circumstances, we do not believe testimony by a representative of
our Office would be of value to your Committee. We will, however, furnish
you the results of our work mentioned above as soon as it is completed.
