. Dear Senator Cranston:

        By memorandum of March 19, 1973, you forwarded to us
   statements and information contained in a letter dated
   February 13, 1973, from Mr. P. E. Teak Killion concerning
   the plan of the General Services Administration (GSA) to
   replace Kiwanis International peace and friendship markers
   with similar Government markers at various U.S. border sta-
   tions. You asked whether a Fe dfeoaexpenditur e  Gfq£.SA
   markers is appropriate when the Kiwanians are willing to
   d onagte,*a7 mtx  r s.

        GSA told us that it has no plan to replace Kiwanis
    markers with similar Government markers. GSA has proposed
    having about 10 of the Kiwanis markers moved off Federal
    property onto State or private property. According to GSA,
    a representative of Kiwanis International tentatively
    agreed to accept the GSA proposal on March 22, 1973, in the
    office of Senator Mark Hatfield.

        Upon implementation of the proposal, the issue de-
    scribed in Mr. Killion's letter apparently will be resolved.
    If for some reason the proposal is not implemented, we will
    be glad to undertake further inquiry, if you desire.

         We did not ask GSA to formally comment on the contents
    of this letter, nor did we give GSA a copy.
