               Dear Madam Chai--oman:

                    Mr. Timothy H. Ingram, Staff Director, inquire-d on Aug.ust 25, 1975,
               whether we had foll.oitl up on th:e allegAtions of Maryn Cich San
               Pedro, California, regarding: possibe  impropir accounting and payroll
             J procedures at the FedJexal CurrectJun-pl Institution, Termtnnl island,P. 2ZX5
               California. Ms. Gelth chagtu th1l' the time and atteDn!'nca reports of
               a pprticrlar employci' w   lr-. lii!.  to show her working :a regu%,,r day
               when the employee was ab nt durhx:- noravl working hours. She also
               claimed the employee was receiving overtime pay for work not approved
               in advance.,

                    We investigated these charges and found that the time and attendance
               reports were not properly- prepared and the employee in 2uestlon was
               working irregular, unscheduled hours. However, we did not substantiate
               any improper payments. The Federal Personnel Manual provide.s for varia-
               tions in work schedules for educational purposes and over {re for work
               in excess of 8 hours a day ot 40 hours li an administrati;e work-week.
               There is a ,tipulation that the work weeL: be scheduled at least one
               week in advance and that overtime.be approved in advance.

                   The employee was a full-time student participating in an intern
               program and was allowed to work the irregular, unscheduled hours.
               addition, the reo-ords did not show that approval of overtime worked bn
               three different occasions had been approved in Avance. The employee's
               supervisor told us that he approved the itregular working hours and the
               overtinte worked by the employee. While the employee's work week has
