V  Dear Senator Roth:

        In your December 5, 1974, letter, you requestedrinformation
   concerning attendance by Federal, State, and local welfare employees
   at conferences of the American Public Welfare Association'(APWA).
   We discussed the request with your office on March 13, 1975, and
   described the information we planned to provide--schedules showing
   locations of the conferences, the hotels used, and statistics on
   attendance and participation based on data supplied by the APWA.
   The following are enclosed:

I - Schedule showing the location of and attendance
     at annual conferences of the American Association
     of Public Welfare Information Systems Management,
     APWA, 1968-1974, and copies of the invitation
     and program for the 1974 conference;

II - Schedule showing the location of and attendance
     at National Round Table Conferences of the APWA,
     1965-1971;

II - Schedule showing the location, program participants,
     and average attendance at regional conferences of
     the APWA during 1974; and

IV - Schedule showing the location of and attendance
     at annual conferences of the American Association
     of Public Welfare Attorneys, APWA, 1968-1974 and
     copies of the invitation and program for the 1974
     conference.


     APWA and Department of Health, Education, and Welfare officials
said that the Federal Government does not participate directly in
financing the conferences. However, costs of State and local employees
attending the conferences would probably be included in their States'
public assistance administrative expenses. Thus, under current law,
