         was within rha agency's duty to bargain, or, in other
         words, was iescotiable. You state your understanding
         that decison s of this Of.fice prohibit agencies from
         granting official time for union sponsored training
         to eriployees who are not representatives of employee
         organizations. Specifically, you refer to our deci-
         sions B-156287, July 12, 1966, September 1.5, 1976,
         February 28, 1977, and March 23, 1977, whaich granted
         to agencies the discretion to allow admnistrative
         leave to representatives of labor organizations for
         certain purposes. You request that we inform the FLRA
         that their decision in NFFE, Local 951 conflicts
         with existing decisions of this Office on the use of
         official time.
