          Dear Mr. Baldino:

               This is in response to your letter of March 6, 1981, with enclosure,
          (reference DAEN-RMF-AQ), requesting relief from liability for twelve au-
          thorized recreational fee collectors, for $5,500.00 in recreational fees
          and change funds stolen in a burglary at Lake Rathbun, Iowa.

               This loss was the subject of our letter to you dated August 25, 1980,
          in which we pointed out that since the stolen funds had not yet come into
          the possession of the responsible recreational fee cashier, he was not ac-
          countable for them and could not be held liable for their loss. You have
          now furnished the determinations required by 31 U.S.C. § 82a-1 and the re-
          quest for relief of the twelve collectors, who were accountable for the
          funds at the time of their loss and whose names you have furnished us, as
          suggested in our letter.

               We concur in the determinations concerning the lack of negligence on
          the part of the collectors and that they were acting in the line of duty.
          Accordingly, the relief requested is granted.
