   Dear Mr. Chairman:

        Your March 19, 1981, letter requested our coments on S. 266,
   a bill to establish a Federal Medical Resources Sharing CommitteeJ
   to ensure the most efficient and effective use of Federal health
   care resources. This bill closely parallels legislation we recom-
   mended in our June 14, 1978, report to the Congress, Legislation
   Needed to Encourage Better Use of Federal Medical Resources and
   Remove Obstacles to Interagency Sharing (HRD-78-54).

       That report identified several legislative and administrative
   obstacles that have precluded or inhibited interagency sharing
   of medical resources among Federal agencies. S. 266 specifically
   addresses each of these obstacles and, if effectively implemented
   by the Federal agencies that provide health care directly to bene-
   ficiaries, should promote substantially increased sharing of health
   care resources and corresponding savings to the Government. We
   would support congressional passage of this bill and look forward
   to the effective implementation of our reconumendations.
