 Dear Mr.-Shattuck:

     ,In recent telephone discussions with members of our staff, you
 raised certain questions concerningFoposed leoislation-io amend
 secti .2-~ Contract Disputes .ct of 19781   bill had been
 introduced in the cth Congresi' (H.3R 3909)   -action could not be
 completed prior to adjournrent. The bill has been ',reintroduced in
 the 97th Congress ,as H..R. 1371.

      Since the termination of the Renerotiation Board in 1979, the
 Treasury  e-,rtment ',as oontinued to seiee       rates  ,:r SIX
 months and naas ublisned them in the -ederal      e -se r.  C nLu ity
 has thus been maintained.

     'In its present form,3H.7 1371 retains the startin- oericd
 specified in the original H.R. 3909 -- the period beginning on
 July 1, 1979, and ending cn December 3l, 1979 (H.2. 171, page 2,
 lines 1 and 2). This should be anended to read beginning on
 January 1, 1 81, and ending on June 30, 1981.
